Yes that's true.
If you use class variables then each unit can keep track of things.
For instance a city can remember how many of each unit it has built:

You probably misread this line from the readme: "Other teams have a faction value of greater than 0."

My compile target is set to 1.5 in eclipse. Setting it to 1.6 makes the bot fail locally.
My Nemesis bot runs fine in the local simulator (RunSimulator.bat) both with and without the & ... |
