Asshole... this shit is from times of DOS... First of all: server crashes when it is pinged with a slow connection: server can't send back all the packets, it stores them in a cache, and then it crashes because of buffer overflow (nowadays, all systems have automatic reset scripts, so this shit won't work)... Secondly: packet with a size MORE than 65535 can cause DoS, though it won't work nowadays.
