Do you run backtrack as a live cd, or is it (can it) be installed?

NO...Defcon 17 hasn't happened yet.
"DEFCON 17 will be held July 31 - August 2, 2009, at the Riviera Hotel and Casino in Las Vegas! Admission is $120 USD at the door."
It's only May.
